what is the format for WeekEnded field? Is it formatted in the script using Date() function? Also, try this
<LI-CODE lang="markup">=Count({<WeekEnded = {">=$(vend)<=$(vtoday)"}>} Distinct %KeyJobApplicantID)</LI-CODE>
