Section Access - Access Denied problem

I am testing section access and have a very basic inline set up. I want the qadmin to only open up date related to PRDCODE=KENCH1. However in the 1st example below I get "Access Denied" and I don't under stand why. And in the second example when I change the ADMIN user to qadmin it works fine. What am I doing wrong?

FAILED to OPEN as qadmin:

Section Access;

Load * INLINE

[ACCESS, NTNAME, PRODCODE

ADMIN, INS\qmaster, *

USER, INS\qadmin, KENCH1

];

Section Application;

WORKS FINEas qadmin:

Section Access:

Load * INLINE

[ACCESS, NTNAME, PRODCODE

My first assumption is that there is no value KENCH1 in the PRODCODE field in the Section Application part.
Could you verify please?

Yep there is a value KENCH1. And when I open the file (in the second scenario above) it reduces the data based on the selection KENCH1. However I need to be able to assign specific PRODCODE's to many different users and can't use the "*" for everyone obviously like in the first scenario.

Can you upload the app?

(In the second case you open app as admin rather than user)
