Expression to count based on different tables

Table 3 uid- it has unique item numbers each item number can have multiple dates in table 2.

Item number in table 3 has to be counted only when date selected in table 1 is smaller or equal to any of the multiple date rows in table 2 corresponding to unique item number in table 1.
