Use this expression

=Count({<ID={'=[Section A]<>[Section B]'}>}ID)

Hey Nicholas, did Dilip's comment help you with things? If so, be sure to give him credit by clicking the Accept as Solution button on his comment. If you came up with something else, you can post that and mark it as the solution too such that others can learn from it.
