Conditional Coloring in a Bar Chart

Hii,

I want to let my bar chart become red when it is more then "45574" (the line in the picture).

As you can see in the picture I have a chart with "Case" (the same as a product) and "Financiële consequences (the costs of the product). Note: Every "Case" has more the 1 "Financiële consequences", so it needs to be the total of all the different "Financiële consequences".

I know that this is the type of formula: if(Sum(Value)>=0,Blue(),Red())

But it is not working when I use this formula, see the pictures. I think this is because every "case" has more then 1 "financiële consequences"

I hope you understand what I mean.
