i need to set in the bargrapgh to set the limits like below

In the properties, you can set the Static Min and Max.

To set reference lines - in Chart Properties | Presentation, click the Add... button next to the Reference Lines box.

Select Primary or Secondary Y (for the axis) and the expression for the reference line value. Add an optional label to show on the line.
