including if condition in set analysis

Can anybody please help me with writing these expressions:

I need to include the condition : if(DAY_DATE >= '$(From)' and DAY_DATE <= '$(To)'

in below expressions:

=sum({<OPERATION_NAME*={'PRODUCTION'}>} USED_HOURS) / sum(AVAILABLE_HOURS)

=sum({<HOUR_SEG_PRIME*={'AM-OS:12 AM - 7 AM'}>}USED_HOURS)

=sum(USED_HOURS)/Sum (Total <TESTER> AVAILABLE_HOURS)
