I think you have extra parenthesis in your set analysis

Try this:

=Num(Sum({<MonthID = {"<=$(=Max(MonthID))"}>}, Year = {$(=Max(Year))}, Quarter =, Month= >} Amount))

This time I added an extra parenthesis. I fixed it in the above expression also:
