Sub-admin Role to control doc publish,user assignment

Here is the case, user want to have some kind of admin access like QMC admin, but the difference is the only access some specific folder, and only some specific user group. For example, we have different business users, Finance team only have access for the folder named as FIN, and in the QMC, they only can see the user which have a tag like finance. This kind of setting like some sub set of admin of QMC. But only some folder, some users.

You can restrict QMC access for some users to specific documents and tasks only by making them "Document Administrators".

However, this feature requires a Publisher license.

But I am still a bit confused, I follow one doc to add some document admin.

But when I logon qmc with the document admin id, it got access denied.
