Get Axis to Display as Percentage

I have a stacked bar chart and I want the x-axis to display from 0-100%. On my desktop and in web view it shows this way. However, after I publish it to the Access Point it displays as 0 to 1 in increments of .2.

The format under the Number tab is a percentage. The popup text displays the correct percentage.

I have a scatter chart in the same dashboard that displays the x-axis as a percent.

I am stumped. I have no idea what is causing this. Any direction would be greatly appreciated.

Few ideas:

1 - Have you formatted all numbers that are defined in Expressions tab to desired format type in Numbers tab?

2 - Are there any Document level defined number formats perhaps overriding or "interfering" with number formats of desired measure fields?

3 - Have you attempted to check the Relative check box in Expressions tab in Chart Properties to enable %?

Thanks for the quick reply.

1. All numbers are formatted correctly.

2. There are no Document setting overrides.

3. I can't use relative. The expressions already calculate the percentage. I need each bar to add up to 100%. If I turn on relative they no longer do that.
