Manage Users option not available in Menu Tree

Hello,

I have a role of Administrator, operation Manager and Designer in TAC, but I am unable to see the Users option in the Menu tree for new user addition, not only users option but there are many options those are unavailable, could you please help me what could be the issue and what options should be available for the above mentioned role.
