*Edit: this occured when copy-paste of measure from the Multi KPI object to the standard KPI object.
Measure was also a master item with percentage formatting.
if I have Segment colors set in master measure then they will be applied (Library colors = On).
Otherwise the setting can not be edited.

Hi! Is the there a bug in the UI for the KPI visual object? The settings has layout issue now, see attached picture.
So can't change segment limits/colors anymore.
Tested with Edge,Chrome and Firefox.
After some more investigation it was only affecting copy-paste of measures from the Multi KPI-object to standard and also if it was ma master measure with percentage formatting set.
Qlik support has recreated the error and it's currently at developers for fix.
It is still working for me in my cloud tenants (EU as well). Are you experiencing this issue in every app? Maybe it has something to do with the data? If you are experiencing this with every app, and all measures, I think the best is to create a case with Qlik support.
