Not sure what you mean when you say "different environments in Qlik PROD." I think others will want to know what you are actually trying to accomplish and why. Is it for security? Is it because the user does bad things in an application that causes the servers to run out of CPU/Memory?
You can establish a particular node to be used for any given application. So if your goal is to ensure that an end user only uses that server, if that is the only application they have access to then yes.
