Hi,
For some of the app's in Qliksense QMC, the App Modified by name shows as "INTERNAL\sa_scheduler"
Can someone explain why it shows sa_scheduler instead of the actual developer name?
Also, is it possible to see who last published an app to the stream?

As I said earlier you can get that information from Operation monitor from the "QMC Change Log" sheet.
In that sheet on left colum select the filter "Command" and from the drop down select "Publish app".
You can see from the below attachement. Let us know if that was helpful.
The scheduler uses this account to reload apps, so all apps reloaded in the QMC gets this user as "Modified by"

The INTERNAL\SA_SCHEDULER account user is required to enable reload of the script in a Qlik Management Console task.
Regarding your second question on how to find who published app to stream you can get those details from the Operations monitor apps.

I don't see Published By field, I might be wrong. Can you please let me know what would be the name of the field exactly?

Those columns are not there by default. You have to add them. Click on the column selector in the top right corner.
You find the information about the latest reload in the Sheet "Task Planning" sheet in the Reloads monitor app

I am specifically looking for "APP PUBLISHED BY" field either in QMC -> Apps or from any of the monitoring app's.
OR what would be an alternative field (may be in a different name) that I can consider for "APP PUBLISHED BY"
