QS Server Nov 2018 Stuck on "Opening the Hub" for Users

We've recently switched from an https:// url to http:// and some users are being looped in and out of "Opening the Hub". We're experiencing this on Windows 10 using Chrome. Clearing cookies didn't work and I'm unable to replicate the problem by visiting between the https & http links.

you check the box alloxw http in the qmc?
