Restrict the use of capacity licenses

Hello everyone!

Please tell me if it is possible to limit the number of minutes consumed by capacity licenses.
For example, I have 6000 minutes. Anyone who does not have a professional license or analyzer license consumes these 6000 minutes. I would like to assign a specific AD group or a specific user the maximum usage time of 1000 minutes for using capacity licenses. Is it possible?
