Security Rules for List of User ( UserDirectory)

Hi all ,

I have created a security rule to allow to change the owner of an application from the AMC.
At the time I write to select the new user Owner, I am not getting the list of users I would like to .

Here 2 images:

my account with ROOT ADMIN profile (role) , I have the list of 2 user

My account with newSecuriyRole , no users found

Some ideas ??
