"Qlik Certificates found, waiting for proxy settings from local repository"
any ideas on how to proceed?

If logs are saying "Qlik Certificates found, waiting for proxy settings from local repository"
Then I suggest to check the Repository system logs and check what it is saying.

I think we need to see the log with the information on delimited properly to understand such properly.

what if it doesn't work even after rebooting the servers and services.
We are causing same issue and we are seeing same content in the logs as well
