How to install talend CommandLine for a licensed v ersion of Data fabric?

Hi , i have installed a Licensed version Data fabric on our legacy server and we want to deploy our jobs on the existing server using command line. But we are not able to figure from where to find the command line.

We need to understand whether we need a separate license for getting a command line and also if TAC is mandatory . is there a hard need to use TAC. We just want to build the jobs from the existing CI-CD pipeline and put the jobs on the existing job server. 

We dont want to include all the talend modules like TAC, job server, runtime etc.

Can someone please suggest.
