Upgrading NPrinting may fail with error code 0x80070490.

The NPrinting installation logs (location: %tmp%) record:

e000: Error 0x80070490: Failed to find expected public key in certificate chain.
e000: Error 0x80070490: Failed to verify expected payload against actual certificate chain.
e000: Error 0x80070490: Failed to verify signature of payload: NetFx472Redist
e310: Failed to verify payload: NetFx472Redist at path: C:\ProgramData\Package Cache\.unverified\NetFx472Redist, error: 0x80070490. Deleting file.
e000: Error 0x80070490: Failed to cache payload: NetFx472Redist

Resolution

Download Net Framework and install the runtime distribution manually. 

The required version is 4.7.2 System Requirements
Net Framework 4.7.2: Download (Microsoft)
You can also install the latest version, Net Framework 4.8:  Download (Microsoft)
