Enable the use of QMC for a specific user

I need to enable the use of QMC for a specific user.

The user is allocated under a Professional license:

but when the user "name.surname" logs into the QMC the screen is grayed out:

What are the permissions that do not allow the user to interact in the QMC?

You can add the 'RootAdmin' rule to this user.

Thank you for this solution, but isn't it enough to have Professional licenses to access the QMC?

I don't want to give all permissions...
