The simplest solution is to open up the Monitoring application stream to those users, then they will have access to all sheets on all monitoring apps.
If you don't want the users to access all sheets , but only a few sheets that you made then you could consider
1. making a copy of the original
2. implement your visual changes, removing the tabs you don't need.
3. Publish the app to a stream where the users have access to
4. Schedule the app to run after the original Monitoring app has finished successfully
A third option is to open up monitoring application stream, but at the same time make adjustments to all apps in that stream controlling who canaccess which app and maybe also which sheet. I would not recommend this approach unless you have explicit business demands to consider this - it will increase complexity in your setup and take lot more time setting up and to manage in the future.
