I'm in situation needs to show background map without internet (offline)
and also I have to consider the case that I don't have license of 'Qlik GeoAnalytics Server' .
I checked community, and I read interesting article.

According to this article's reply, if I have local map server(I have to build it), maybe offline background map is possible.
So here is my Question.
1. If I make local map server (don't need to whole world, just a few city or one country), is it really possible to make offline background map?
If it is possible, how?
2. Is there other way to make offline background map without building map server?
Like, just download TMS and show it or something.
