Section access is not restricting user?

Hi everyone,

I have created a section access but it is not limiting the user restriction to the sheet when it is published.

Section Access;
[Security]:
LOAD * inline [
ACCESS, USERID
USER, DOMAIN\123456
USER, DOMAIN\654321
ADMIN, INTERNAL\SA_SCHEDULER
];

Section Application;

When I modify user "123456" to "12345" in the LOAD EDITOR, the user can still access to the app. Is there something wrong with my user settings (do I have to check my QMC?)?

Note that I am trying to fix the section access as I noticed when I attempt to do REDUCTION, it does not restrict properly and hence I also discovered that the user is not restricting in the first place.

Does a custom properties group affect the section access?

Custom Properties do not impact Section Access.

Did you reload the app after making the change to Section Access? Simply changing it without reloading won't do anything...

I re-load the data in the data load editor, then re-published the app. Followed by refreshing my browser. Still unable to get the access working.
