In order to work with Cloud you need to licence it against a Sense server, either Cloud or on-premise.
In most cases the Cloud version will serve you better, as you can invite other users into your tenant to share applications securely.
From within the Cloud tenant you have set up go to Profile Settings (using the dot with your initials at the top right) and then Tools. Or, simply use this URL (with your own details in):
https://xxxxxxxxxxxxxxx.xx.qlikcloud.com/settings/tools
From here you can download Qlik Sense Dekstop and also find the button to licence it.
Qlik did make an unlock key available for Sense Desktop, which meant you could use it without having a connection to a Cloud or Client Managed server, but that seems to have stopped.
