Apps from personal cloud don't open on particular account

Hi! When i'm trying open any apps in personal cloud on particular account, i get message "The system is not available at the moment. Please try again later. "

If i'm opennig same apps from common cloud of thie account - they opens.

If i opennig same apps from personal cloud of another account - they also opens.

What the problem here?
