Colour change in a bar chart form the previous value

Hi there!

I need your help.

I want to change the color of a bar chart using the previous vaiue. For example, from 2012 to 2013 i need to colour my bar with green if the value from 2013 is higher in 2012 and if the oposite i want a red colour on it.

you have year slection or it is for all years
