Comparison of columns data and need to apply adjustment on row data on the basis of condition

Hi  All , 

I need  some  help to implement this  logic  . I  am sharing  the  data  for  only one  code  But in actual  huge  number  of  code  is  available  in my data .  I am attaching  logic  screen shot with aspect result. data  in the  below  table
