Content admin role limitations

-can we create stream and publish app to particular stream with role as content admin.

- can we create security rules and schedule the task.

Through root admin role i am able to achieve all the above requirement. How to achieve with content admin role? is it possible?

Yes, For that there are many ways

1) Using Custom property

2) Adding AD-group for that developer using developer condition in section access with those permissions
