Creating a threshold (reference line in a bar chart)

I would like to add a threshold (reference line) to my chart, to show an acceptable error rate.

I have gone into Add-Ons / Reference Lines , but cannot see how to add a line in at 2.0% (being the acceptable error rate) - any suggestions please?
