Diagonal reference lines in the Scatter plot

Hi All

I am working on a scatter plot requirement from a client. I would like to understand if the below requirements can be fulfilled or if there is any workaround otherwise:

1. Display a text label above the graph as shown in the example.
2. Parameterized reference lines based on the user inputs.
3. Two diagonal reference lines like in the example.
4. Fill in the area enclosed by two reference lines with specified color (Blue)
