Full screen icon not visible on charts

My Qlik Sense charts don' show Full Screen option when hovered over. I read articles on how disabling touch screen solves this issue. But it does nothing to me. Any other lead would be really helpful. I created a new chart, tried both extension and native qlik charts and still no change in the behavior.

Edit Sheet -> General > uncheck Toggle off hover menu

I only see Sheet Properties, Alternate States and Actions when I hit Edit. Checked these menus and couldn't find that option.

You have to select the object or Charts after "edit sheet" button. 

Edit Sheet -> Select chart or object -> General > uncheck Toggle off hover menu

Yeah. Just tried that and still don't see the Hover over Full Screen option or any other option. Touch Screen mode is disabled too. Not sure what's happening. I created a new app to test and it acts the same.
