The governance dashboards I assume you are refering to the monitoring apps available on the Server edition of sense.
There is a Licence and Operatipons monitor available. Their purpose is to report on the usage of the Qlik Sense server. The apps themselves do not alter the performance of the server but they do help you to identify high usage periods for example. I would open the data stories attached for a detailed discription of what the measures are showing you.
