You can open an account in the Cloud and host it there.
Or if you are using Enterprise you simply give access to the hub and the stream to a user that needs to see the app. You also need to make sure that they have access to the hub via internal network or over the Web.
If you created in Desktop then you can share or email the qvf to them and they would also need Desktop installed.
