Does anybody know for how long is Qlik Sense Desktop become free of charge. What is the policy of Qlik in this case.

Well, it seems (as said at https://community.qlik.com/t5/Qlik-Support-Updates-Blog/Changes-to-Qlik-Sense-Desktop-in-2020/ba-p/1...) that those happy days of free Qlik Sense Desktop would end.
I really hope that Qlik will go backwards with this decision.
