How to change the values in measure as percentage?

From the above graph

In delivered emails i have values but in open rate i need those values should be in percentage type as well as in signup rate too.

OR not AND , a TYPE can't be OPEN and SIGN UP at the same time; or would work :

No it's not working for both, can u send me formula

It's working for me  :

Type='SIGN-UP' or Type='OPEN'

not

Type='SIGN-UP' or 'OPEN'
