How to limit the sheets/objects a user can create

We have self service users which can create their own sheets/ objects.

Is there any way to limit the amount they can create to prevent them creating many sheets/objects which impacts server performance?

Alternately is there a way we could limit them to use master items only to limit the impact they have?
