How to make normal users to run tasks in Qlik sense management console?

I would like to know how we can enable normal users to start a task in Qlik Sense Management console.

Give them an administrator role.

Since the current 5 predefined administrator roles might not meet your need, you will first have to create a new security rule to define a new role.
