How to set an app wide permanent filter as in the Operations Monitoring app

How can we replicate the permanent and non removable filters as seen in the operations monitoring apps:

This filter seems to apply to all sheets including new ones and cant be removed. I've seen other tickets suggesting to use extensions for this, but these monitoring apps are pre-installed from Qlik so it must be possible with native functionality?

The monitoring apps version is 7.15
