I have to create a flag column (D column in the attached excel) in script with the below dataset.
two conditions if value is >0
1) Same ids with first date should be New
2) Same ids with other dates are Repitition
if value =0 then Not Involved.

| 1 | 1/14/2020 | 0 | Not Involved |
| 1 | 1/16/2020 | 1 | New |
| 1 | 1/19/2020 | 3 | Repitition |
| 1 | 2/25/2020 | 6 | Repitition |
| 1 | 3/29/2020 | 0 | Not Involved |
| 2 | 1/13/2020 | 4 | New |
| 2 | 1/16/2020 | 6 | Repitition |
| 2 | 2/18/2020 | 9 | Repitition |
| 2 | 2/21/2020 | 0 | Not Involved |
| 2 | 4/23/2020 | 0 | Not Involved |
