Is snapshot library specific to a user or accessible to everyone

Is the Snapshot library specific to a user? Or if one user takes snapshots, it is reflected in everyone's library?

I found that the snapshot library belong to the application file, so there is not a database containing them, please take a look at this topic: where are the Snapshots stored..??
