KPI Object: Link to Sheet with Condition

Is it possible to allow the user to double click the KPI Link to sheet if a specific condition is met?  

I want the user to be forced to make the appropriate selections on the first sheet in order to go to the linked sheet.

You can be creative. In the Property of KPI object, expand Data Handling. 

In Calculation Condition you can add expression using the function GetSelectectCount(FieldName) > 0 

You can add and customize the message. 

Now When the condition is met, it will display KPI and allow to go KPI linked sheet
