Qlik Sense Admin roles

Is it possible to provide a user with access to all the components of QMC except Licences and tokens , similar to ContentAdmin but restrict their access to only particular stream, particular users,etc..

The one I gave to Hbhandari wasn't what he was looking for...
Not sure what you need but in your inbox I sent the basic rule to setup a new Admin role.
