All Qlik Sense Enterprise on Windows / Client-managed needs to work from the development point of view is a compatible browser, specified in the Help site under System Requirements.
The Qlik services themselves must run on a Windows server. If you already have that part, all you need to configure, manage, administer and develop is a browser.
