Can any one please help me to write set analysis expression for max of month count in the below attached app.

 I am trying to count the max of month count i.e., feb 2019 but getting 0 instead of 20 in the above attached app.

Sum({<ReportDate={'$(=Date(Max(ReportDate),'MMM YYYY'))'}>}Count)
