Do you mean the ability to upload data to the Attached Files data connection? If so, disable the security rule named File upload connection object. Admins additionally are entitled to see this data connection via the FolderDataConnection security rule.

Thanks Levi. That was what i thought but disabling the rule wasn't working. We found it was a refresh issue in the data connection pane. It only refreshed after exiting the app.
