User does not appear under User access allocations

We have 30 tokens.

These are completely occupied with users.
A departed user, I have deallocated.
But the new user does not appear in the licenses.
How do I get a license for the user to get a license?

The Option in User Directory connectors "Sync user data for existing users" is disable.

Qlik Sense has a license quarantine period of 7 days after a user has been allocated a CAL.
The only way to reallocate that CAL is to ensure that the user does not use the license for 7 days.
At that point you can assign it to another user.
