If you need to keep this layout, including the textboxes and positioning, I'd say you won't be able to do it with the usual charts.
I can think of 3 possibilities:
1. Create a visualization extension using HTML, CSS and Javascript
2. Use the map object and tweak it a lot. @Patric_Nordstrom did some very creative charts using the map object, you can check some of them here.
3. Try and see if you can do it in 3rd party extensions like Vizlib
