What function joins Table 2 to Table 1, resulting in Table 3?

Neither a Concatenate or Left Join will accomplish this.

Try something like the script below. 

Table3:

Load 

Name,  Value

From Table1;

Concatenate Load 

Name,  Value

From Table2

Where not exsists(Name) ;

[ogatchell]
