What is the best possible way to handle the User/Login access tokens in Qliksense?

The scenario is like I have more Qlik users than that of total number of tokens I have.

I divided the tokens into User Access and Login access pass tokens but after some time the login access sessions left are few in count.

Anyone help me out to tackle the licenses or the best possible way to juggle the licenses?
